Joseph eaabea0d08 docs(fleet): add Windows provisioning notes to impl plan 
Captures gotchas from 2026-04-11 first Windows node bring-up:
- winget install + ProgramData config path
- Elevated Peers edit pattern
- TUN interface Public profile trap + belt-and-suspenders firewall fix
- administrators_authorized_keys vs user authorized_keys
- chezmoi SSH config.d rendering for Windows

Provisional section until a dedicated Windows Task is written.
