Darren b5724eeb51 Block PCT home tenant from all Graph/EXO access 
Adds a hard guard in conduit-client.js that throws before any token
acquisition or EXO cmdlet targeting tenant 912570cc (PCT Support).
Protects employee PII, payroll, and financial data — only GDAP
customer tenants are permitted.
